Cesar de Leon, P.E., is a pipeline safety engineering consultant and pipeline expert witness. In the Federal government, he was with the Office of Pipeline Safety, D.O.T. for over 23 years, mostly in senior positions in Washington, D.C. He headed up the Office for over five years plus was Deputy of the Office for an additional five years. In those positions, he directed or co-directed the national program for issuing and enforcing Federal design, construction, operation and maintenance regulations for all gas and oil pipelines in the country. In industry, he was Vice-President of Geo-Condor, Inc., and Engineering Manager of The Western Company, both companies in the oilfield well servicing business.

 

He holds a B.S. in Petroleum Engineering from University of Texas/Austin and an M.S. in Civil Engineering from Texas A&M University/College Station. He is a registered professional engineer in Texas and Colorado. Mr. de Leon is fluent in Spanish.

Mr. de Leon has provided successful pipeline expert witness and engineering consulting services in over 75 projects. He has represented both plaintiffs and defendants in many pipeline litigation investigations, reports, depositions, and court testimony.
